A year after a deadly biker melee in Laughlin, Nev., law-enforcement agencies are bracing for this week's River Run. But many Arizona motorcyclists are boycotting it to protest what they view as civil rights infringements.
The mayor of neighboring Bullhead City, Diane Vick, has been granted emergency powers by the City Council to deal with any violence during the 21st annual event, which began Wednesday and runs through Sunday.
A police command post was set up near the Colorado River, said Toby Cotter, a Bullhead City spokesman. The Mohave County Sheriff's Office also will increase patrols in the area and in Oatman, said sheriff's spokesman Jerrod Lyman.
The extra precautions may be unnecessary. Members of the Arizona Confederation of Motorcycle Clubs, irked at security precautions such as checkpoints and a ban on sporting colors, are boycotting the Laughlin ride and holding a "Screw Laughlin" run in Phoenix on Saturday instead.
Pat "Pooh Bear" Conley, national president of Sober Riders and chairman of the confederation, said the boycott was organized so riders wouldn't be "subjected to the civil rights issues" in Laughlin.
"We're throwing this run because of the discrimination displayed by the Laughlin businesses and police," he said. "We don't particularly like the way the Hells Angels were treated last year."
Hells Angels are members of the 30-club confederation.
Evan "Zipper" Hughes, vice president of the East Valley crew of Sober Riders, said the security checkpoints discriminate against bikers.
"If I showed up with 20 Cadillacs and guys in blue suits, they wouldn't do that," Hughes said.
At the River Run last year, two Hells Angels and one Mongols motorcycle club member were killed at Harrah's Laughlin Hotel and Casino.
Videotapes recorded about 100 members of the rival clubs fighting with guns, knives, wrenches, hammers, fists and feet.
Calvin Brett Schaefer, a Hells Angel who lives in Chandler, was the only person charged in the incident.
Those charges were dropped in July.
David Chesnoff, Schaefer's defense attorney, said Wednesday that he advised his client not to attend this year's run.
"He wasn't afforded protection last time he was down there," Chesnoff said. "It was always our position that he acted in self-defense."
Detective Tony Morales, a Phoenix police spokesman, said the increased law enforcement and checkpoints will cut down on the participants in Laughlin this week.
"They don't anticipate anywhere near the number they've had in recent years," he said.
He said police don't expect any problems with the Phoenix run.
"These are not hard-core bikers. These are not outlaw bikers. These are enthusiasts clubs, club members and that kind of thing," Morales said.
He expects no more than 600 riders.
Robert "Speedy" Lance, vice president of the Glendale Limey Riders club, said bikers from Colorado, New Mexico, Utah, Texas and California attending the "Screw Laughlin" ride will benefit Valley businesses.
"These people coming in are bringing revenue to different hotels, RV campgrounds, stores. This is revenue that these cities are getting that otherwise they wouldn't be getting," he said.
Sponsored by Limey Riders, Sober Brothers, Sober Riders, Rough Riders and Desert Thunder motorcycle clubs and the Modified Motorcycle Association of Arizona, the ride begins at Willow House, 149 W. McDowell Road, at 9 a.m.
Riders will travel to Black Canyon City and end at Top Rack, 5400 N. 59th Ave., Glendale, with stops along the way.
